PAC Fund Updates Current Fee App Payment Dates Policy Updates

Current Payment Schedule

During the week of 10/26/2026 IDS will issue payments on 10/27/2026 and 10/29/2026 for fee applications tasked to our Raleigh office by 10/10/2026.

Note: The time it takes for clerks to task fee apps to IDS varies from county to county.

Supplier Payment Forms
Are you new?
All new PAC/MAC attorneys must submit an NC Substitute W-9 Form to the Office of the State Controller (“OSC”) for processing. 

Has your TIN changed?
If your Tax Identification Number changes, then you must submit a NEW Substitute W9 Form.		Substitute W9 Form

The Sub W-9 should be mailed to: Indigent Defense Services,
c/o Monica Babula, PO Box 2448, Raleigh, NC 27602.
Or fax it securely to 919-890-1922.
Has your name or address changed?
If your name, address or the name of your business/firm changes, you must submit a Supplier Change Form to IDS for processing.		Supplier Change Form

The NC Supplier Change Form should be mailed to Indigent Defense Services,
c/o Monica Babula, PO Box 2448, Raleigh, NC 27602.
Or fax it securely to 919-890-1922.
IDS requires payees to elect ePay/Direct Deposit.
You are strongly advised to elect to receive electronic payments.
Electronic payments allow you to be paid faster and more securely. IDS has encountered multiple instances of paper checks being stolen and fraudulently deposited.		ePay/DirectDeposit Form

This form must be sent directly to the address at the bottom of page 2 of the form.
Please do NOT send this form to IDS; only the OSC can process ePay forms.
Note: It may take up to 30 days for the State Controller to complete your request. In the meantime, you will still receive a paper check up until the time at which your ePay status has been activated.

Payment Inquiries

Important Note: IDS cannot expedite payment for individual fee apps.

For inquiries about fee apps submitted through OASIS
(Only using the Form AOC-CR-225)
OASIS pays attorneys within 30 days of invoice, if all the steps are done correctly.
If you have not received payment within 30 days of the receipt of the email that verifies/confirms you successfully submitted your fee app and invoice, then please reach out to [email protected] or [email protected].
In your email, please provide the following:
file number, county, amount billed and the disposition/end date.
Expunctions:
If you are unable to file and serve your fee app in eCourts due to dismissal/expungement, click here for details from the OASIS FAQ on what to do.
For inquiries about fee apps submitted through the eCourts Task Queue (fee apps submitted on Forms AOC-J-411 and AOC-G-200)
IDS generally processes payment for these fee apps within 45 days of receipt from the clerk in the eCourts task queue.
If more than 60 days have passed since you submitted your fee app via eCourts, your FIRST point of contact is the clerk to confirm the fee app was in fact tasked to IDS.
If you confirm the fee app was successfully tasked to IDS by the clerk, and 60 days have passed and you still have not been paid, reach out to the appropriate staff member from the section below.

If you are unable to file your fee app in eCourts due to dismissal/expungement, click here for details on what to do.

Important Reminder: The day you file and serve (OASIS) or serve your fee app in eCourts is not necessarily the same day the clerk tasks the fee app to IDS. Therefore, for cases not submitted on the AOC-CR-225 fee app, please allow 60 days from the time you file your fee app to inquire with IDS about payment status.

Who can I contact if I know the clerk tasked my fee apps to IDS, but 60 days have passed and I haven’t been paid?

Please contact the IDS Financial Services staffer assigned to your county (the counties are broken into sections alphabetically).

In your email, please include the case file number, county, amount billed and disposition date/the end date.
