OASIS is currently for noncapital adult criminal cases at the trial level, (i.e., only those using an AOC-CR-225 fee app).
OASIS is the sole means of payment for these case types.
OASIS does not include any “attorney for the day” sessions (such as JMARC, Veteran’s or Child Support Contempt courts).
The OASIS process requires the attorney to:
- File & Serve the fee app with service to [email protected]; then
- Immediately submit a corresponding OASIS invoice for that file number to IDS via www.idsbilling.org
Cases are audited by IDS and processed for payment within 30 days of invoice.
Prior to each launch in a county/district, Executive Director Mary Pollard sent an email to the local judges there informing them of the new payment system.

Here’s what you need to know:
- Judges must still digitally sign the fee apps to Order payment. They must also make the Judicial Finding on Recoupment, and once signed, the judges must task the app back to the clerk in eCourts.
- Note: Payment could be issued prior to the Judge signing the fee app.
- If a judge authorizes a lower amount of hours than was claimed in Section I of a fee app they are advised to contact the IDS CFO, Aaron Gallagher, directly at [email protected] so that IDS can obtain reimbursement for any overpayment (if the hours claimed were already paid).
For fee apps that must be resubmitted:
Our OASIS FAQ page addresses what attorneys should do if the court requires them to resubmit a fee app, and/or if there is a substantive error that affects the file number or amount billed.
- In short, if the court requests a change to a fee app that has already been submitted for payment and the change does not alter the amount billed or the file number, it can be resubmitted using “File and Serve” without a new invoice in OASIS. **These fee apps should not be re-tasked to the judge.
- If there is a substantive error, and either the amount billed or the file number does change, the attorney should: Write “Corrected Fee App” at the top of the fee app, with a note describing the issue. **These corrected fee apps must be re-tasked to the judge.
