Team discusses fee apps, OASIS and more
RALEIGH—Staff from the IDS fiscal and research teams traveled over to the Raleigh Mariott Crabtree Valley hotel August 22 to engage with clerks from all over the state. There, they shared information and fielded questions on the topics of fee apps, the new IDS-designed Online Attorney State Invoice System (OASIS) and recoupment of attorney’s fees / appointment fees.
The “A&D Clerks Conference” is organized each year by the Training and Services Division of The North Carolina Administrative Office of the Courts and provides professional development, learning and training opportunities for non-elected clerks in North Carolina.
IDS Assistant General Counsel Chadwick Boykin led the presentation with support from IDS Chief Fiscal Officer Aaron Gallagher and IDS Senior Research Associate Joseph Oder.
The team emphasized how clerks play a vital role in impacting how IDS realizes one of its critical purposes, which is ensuring that attorneys who do court appointed work are compensated for their services. Clerks are on the front lines with attorneys every day and are integral to this important process. IDS wants them to know that staff are available anytime to help answer questions they may receive from private assigned counsel who complete fee apps for payment or recoupment or both. Further, clerks are encouraged to reach out to IDS whenever there are questions or concerns about the processes and/or requirements around payment, IDS policies, recoupment and anything related to supporting court appointed counsel.
