The program is free to attend. \n  \nPresenter: \nDr. Maher “Max” Noureddine\, PhD. is molecular geneticist with extensive background in scientific research in human genetics and expertise in Forensic DNA evidence. He earned his Ph.D. in Molecular Genetics from the University of North Carolina at Chapel Hill.  He then completed a postdoctoral fellowship at Duke University Medical Center (The Center for Human Genetics)\, where he published many articles on the genetics of Parkinson Disease and other human genetic disorders.  His expertise includes specialized training in complex genomics\, DNA fingerprinting\, mitochondrial genome analysis\, Single Nucleotide Polymorphism studies\, and state of the art methodologies in gene structure and function studies. Since 2011\, Dr. Noureddine has been providing expert witness services in forensic DNA and serology evidence throughout the United States.  He has served as an expert in over 1\,100 criminal and civil cases and testified in both State and Federal courts.  He is a diplomat of the American Board of Criminalistics\, and a member of the International Society of Forensic Genetics\, the American Academy of Forensic Sciences\, the American Society of Human Genetics\, and the International Association for Identification.  He is an adjunct teaching faculty in the Department of Forensic Science at Radford University\, VA. \n  \nAdditional dates:\nMar 31 – Mecklenburg County Courthouse\, 12:30-2:30 p.m.\nApr 24 – Brunswick County Courthouse\, 12:30-2:30 p.m.

SUMMARY:Disability Advocacy and The Criminal Justice System
DESCRIPTION:Monday\, April 20th 12:30-1:30pm\n1 General CLE \n  \nDescription of Presentation: People with opioid use disorder frequently face dangerous and unlawful disruptions in care when they enter jails\, including forced withdrawal from prescribed medication for opioid use disorder (MOUD). This training provides court-appointed attorneys with a practical and legally grounded framework for addressing these issues. Participants will gain an understanding of MOUD as the gold standard of care\, the serious medical risks associated with its discontinuation\, and the obligations of jails under federal disability rights laws—including the Americans with Disabilities Act and Section 504 of the Rehabilitation Act—as well as the Eighth Amendment. Through case law\, Department of Justice guidance\, and real-world advocacy examples\, this session will examine common jail practices that violate these protections and outline concrete steps attorneys can take to intervene. The training emphasizes early identification\, effective communication with jail officials\, and litigation strategies to ensure clients receive medically appropriate\, non-discriminatory care. \n  \nTrainer: Sarah Harrington\, J.D. joined Disability Rights of North Carolina in 2023. Prior to working with DRNC\, she owned her own law firm focusing on estate planning. Sara has a variety of experience working in prelitigation and estate planning and is an active volunteer with several organizations both locally and statewide. She received her bachelor’s degree from Wake Forest University and graduated from Campbell University School of Law. \n  \nTrainer: Luke Woollard\, J.D. joined Disability Rights of North Carolina’s prison and jails team in January 2019. SUMMARY:2026 Defender Trial School
DESCRIPTION:The Defender Trial School\, co-sponsored by the UNC School of Government and the North Carolina Office of Indigent Defense Services\, is now open for registration. \nCOURSE OVERVIEW\, DATES\, AND LOCATION: The course will be held at the School of Government on Monday\, July 13 through Friday\, July 17. Participants will use their own non-capital cases to develop a cohesive theory of defense at trial and apply that theory through all stages of a criminal trial\, including voir dire\, opening and closing arguments\, and direct and cross-examination. Unlike other courses\, you need to attend all the sessions. The sessions build on one another\, and by the end of the course\, you will have developed a comprehensive strategy for trying your case. \nThe Defender Trial School is open to public defenders and\, space permitting\, private attorneys who perform a significant amount of appointed work. Because space is limited\, public defenders must receive approval from their Chief Public Defender prior to registering. You do not need to send us anything formal from your chief defender. \n  \nYou can access the agenda here.  \n  \nBRING YOUR OWN CASE\nThis course differs from others that you may have attended. Although you will be working from a hypothetical case in the plenary sessions\, you will spend most of your time in small groups working on your own cases. While misdemeanor cases are permitted\, felonies are preferred. You can access the Guide for Participants for more information on the type of case you need to bring. If your application for the course is accepted\, submit the Case Summary form by 5:00 pm on Wednesday\, June 24 to Bob Burke at oldhoopster@hotmail.com. \nFEE: The registration fee for private assigned and managed assigned counsel is $900. X-APPLE-STRUCTURED-LOCATION;VALUE=URI;X-ADDRESS=DESCRIPTION:The Defender Trial School co-sponsored by the UNC School of Government and the North Carolina Office of Indigent Defense Services is now open for registration. \nCOURSE OVERVIEW DATES AND  The course will be held at the School of Government on Monday July 13 through Friday July 17. Participants will use their own non-capital cases to develop a cohesive theory of defense at trial and apply that theory through all stages of a criminal trial including voir dire opening and closing arguments and direct and cross-examination. Unlike other courses you need to attend all the sessions. The sessions build on one another and by the end of the course you will have developed a comprehensive strategy for trying your case. \nThe Defender Trial School is open to public defenders and space permitting private attorneys who perform a significant amount of appointed work. Because space is limited public defenders must receive approval from their Chief Public Defender prior to registering. You do not need to send us anything formal from your chief defender. \n  \nYou can access the agenda here.  \n  \nBRING YOUR OWN CASE\nThis course differs from others that you may have attended. Although you will be working from a hypothetical case in the plenary sessions you will spend most of your time in small groups working on your own cases. While misdemeanor cases are permitted felonies are preferred. You can access the Guide for Participants for more information on the type of case you need to bring. If your application for the course is accepted submit the Case Summary form by 5:00 pm on Wednesday June 24 to Bob Burke at oldhoopster@hotmail.com. \nFEE: The registration fee for private assigned and managed assigned counsel is $900. There is no fee for IDS state employees. \nSCHOLARSHIPS: A limited number of scholarships are available for private assigned and managed assigned counsel. If you are interested in applying complete the scholarship application as soon as possible. If you receive a scholarship the registration fee is waived. The scholarship deadline is 5:00 pm on Wednesday June 10. Please refer to the scholarship website for additional information.  \n  \nREGISTRATION: Registration here for the Defender Trial School. The registration deadline is 5:00 pm on Wednesday June 17. Registration for eligible persons is on a first-come first-served basis and all spots may be taken before the deadline. \nAfter you submit your application be on the lookout for three emails: the first will confirm that you successfully submitted your application; the second and third will be sent at the same time one to confirm that your application has been approved and the other your statement/invoice showing your balance due for the registration fee if applicable. \nNote that the registration system requires one unique email address per profile created so each person from your office who plans to attend must register separately using an individual email address. Since we correspond with participants primarily through email ensure your email address is current. \nCLE CREDIT: This course will offer up to 29.5 hours of continuing legal education (CLE) credit including 1 hour of ethics and qualifies for NC State Bar criminal law specialization credit (pending State Bar approval). \n  \nHOTEL INFORMATION: A block of rooms is available at the Tru by Hilton Chapel Hill (1742 Fordham Blvd Chapel Hill NC) for $124 plus tax.
