SUMMARY:2025 Intensive Parent Defender Training
DESCRIPTION:The 2025 Intensive Parent Defender Training\, co-sponsored by the School of Government and the North Carolina Office of Indigent Defense Services\, will be held Thursday\, March 6 through Friday\, March 7. \nPROGRAM OVERVIEW: This training will focus on termination of parental rights (TPR) proceedings and the role of parent defenders. Topics will include a review of the different stages of a TPR; advocacy tips regarding the grounds and the best interest factors; evidentiary considerations at each stage; and more about the steps defenders should take before\, during\, and after a TPR to protect their client’s interests. \nPARTICIPANTS: This program is open to public defenders and private attorneys appointed to represent parents in juvenile abuse\, neglect\, and dependency\, who are interested in the fundamentals of parent representation and in sharpening their advocacy skills. \nLOCATION\, DATES\, & TIMES: This training will be held at the School of Government on the campus of UNC-Chapel Hill on March 6-7. Check-in will start at 8:00 a.m. on Thursday\, March 6. Please note there is no online option for this seminar. \nWhat: This presentation will provide an overview of probabilistic genotyping (PG) software\, now being used to interpret complex DNA mixtures at the Charlotte Mecklenburg Police Department Lab (as well as the NC State Crime Lab).  Attendees will learn more about the functionality of the PG software (STRmix) and become familiar with report structure and conclusions.  The objective of the presentation is to gain a better understanding of how the software is implemented and used to interpret complex DNA mixtures.  Attendees will become more informed about what to expect from the lab (reports\, underlying result\, software output files)\, the limitations of the software\, and venues for challenging PG results in defense of their criminal clients. \nWho: Dr. Maher “Max” Noureddine\, PhD. is a molecular geneticist with extensive background in scientific research in human genetics and expertise in Forensic DNA evidence. He earned his Ph.D. in Molecular Genetics from the University of North Carolina at Chapel Hill.  He then completed a postdoctoral fellowship at Duke University Medical Center (The Center for Human Genetics)\, where he published many articles on the genetics of Parkinson Disease and other human genetic disorders.  His expertise includes specialized training in complex genomics\, DNA fingerprinting\, mitochondrial genome analysis\, Single Nucleotide Polymorphism studies\, and state of the art methodologies in gene structure and function studies. DESCRIPTION:The 2025 Western North Carolina Death Investigation Conference will be held virtually from 8:30 AM – 4 PM on April 26\, 2025. \nRegistration is now open!\nThis activity is meant to inform and educate partners and learners in the medicolegal death investigation field about the North Carolina Medical Examiner’s system and its role in death investigations. Topics covered will include recent changes in the practice and guidelines for the North Carolina Medical Examiner’s system as well as current trends in cause and manner of death within the state. There will be a reception\, a banquet\, and a guest speaker. \nThe reception begins at 5 p.m. \nThe guest speaker is Professor Seth Kotch. Professor Kotch teaches American Studies at UNC. He is the author of the book “Lethel State – A history of the Death Penalty in North Carolina” (2019). Kotch traces the death penalty from the Reconstruction Act of 1867 to the present. He walks us through hanging\, the electric chair\, the gas chamber\, and the gurney. He discusses the cases of Furman v. Georgia\, and Woodson v. NC. This is a history lesson we all need to hear. Knoll ordered the dismissal of driving while impaired charges for three defendants\, finding that a substantial statutory violation in setting pretrial release conditions irreparably prejudiced each defendant. Knoll and its progeny create unique avenues to seek dismissal of impaired driving charges. This session will discuss several common and uncommon statutory violations and how to establish the elusive “prejudice” that Knoll requires. This session will also discuss the difference between statutory and constitutional violations in setting conditions of release. \nThe Pre-Trial Integrity Act\, N.C.G.S. §15A-533\, requires that a judge rather than a magistrate set conditions of release in certain circumstances. This new law can result in someone charged with DWI held without bond\, which may provide grounds for a motion to dismiss under Hill and Knoll. This session will discuss these opportunities. \nWho: David Eil has been an Assistant Public Defender in Mecklenburg County since 2021. \nKathryn McEvoy graduated from the University of Virginia School of Law in 2023. It will also include de-escalation techniques\, recognizing signs of mental distress and how to effectively communicate with others when a criminal defense attorney interacts with someone in crisis. \nWho: Rebecca Peacock holds a graduate degree in Clinical Social Work from Columbia University in New York City\, and a bachelor’s in social work from Western Michigan University. She has held a clinical social work license (LCSW) since 2021. Rebecca has spent her social work career focusing on crisis intervention\, starting as a mobile crisis clinician out of grad school as her first position. \nRebecca has worked across the crisis continuum of care\, including mobile crisis and co responder teams\, in the hospital system and working for 988 call centers. She has been in both direct care and leadership roles and feels passionate about suicide prevention and working with those that struggle with severe and persistent mental health issues. \nRebecca joined Sante working for CriSyS in North Carolina in the summer of 2022 as a Community Policing Crisis Response Team (CPCRT) Clinician. During her time at the National Center for Child Traumatic Stress\, Emma served the researchers\, child psychiatrists\, and community providers working to raise the standard of care and improve access to services for traumatized children\, their families and communities throughout the United States. SUMMARY:2025 Defender Trial School
DESCRIPTION:The 2025 Defender Trial School\, co-sponsored by the School of Government and the North Carolina Office of Indigent Defense Services\, will be held Monday\, July 7 through Friday\, July 11 at the UNC School of Government. \n  \nThe program will offer approximately 29.50 hours of CLE credit\, including one hour of Ethics credit\, and qualifies for NC State Bar criminal law specialization credit. \n  \nParticipants will use their own non-capital cases to develop a cohesive theory of defense at trial and apply that theory through all stages of a criminal trial\, including voir dire\, opening and closing arguments\, and direct and cross-examination. \n  \nPARTICIPANTS \nThe Defender Trial School is open to public defenders and\, space permitting\, private attorneys who perform a significant amount of appointed work. \n  \nBecause space is limited at the Trial School\, public defenders must receive approval from their Chief Public Defender prior to registering. You do not need to send us anything formal from your chief defender\, but please obtain approval before registering. \n  \nATTENDANCE \nUnlike other programs\, you need to attend all of the sessions. The sessions build on one another\, and by the end of the program\, you will have developed a comprehensive strategy for trying your case. \n  \nLOCATION\, DATES\, AND TIMES \nThe program will be held Monday\, July 7\, through Friday\, July 11\, at the School of Government on the UNC-Chapel Hill campus. Check-in is on Monday from 8:00 am to 8:45 am\, and the program ends around 1:00 pm on Friday. Included in the training are numerous tips about detecting this often-overlooked neurodevelopment condition\, which according to DSM-5-TR is as severe as intellectual disability but more challenging to identify and understand because it often is concealed behind an average to low-average IQ. Presented by a forensic psychologist with many years of experience evaluating and testifying about FASD in capital murder cases as well as other felonies\, you will learn what FASD is\, how to spot possible FASD in your clients\, why it is as severe as intellectual disability\, and what forensic experts you will need in various legal contexts. \nParticipants: This webinar is open to public defenders\, private attorneys who do indigent criminal defense work\, and staff. \nPresenter: Natalie Novick Brown is a licensed clinical and forensic psychologist in Washington State (also licensed in Florida and Alaska). Dr. Brown’s doctoral training includes a PhD in clinical psychology from the University of Washington\, which was followed by a postdoctoral fellowship in FASD with pioneer FASD researcher Dr. Ann Streissguth\, which led to certification as a private psychological expert for the Developmental Disabilities Administration in Washington State. Dr. Brown’s formal forensic training consists of an 18-month predoctoral internship in parenting evaluation plus a year of supervised postdoctoral training in sex offender evaluation and treatment\, the latter of which led to certification as a Sex Offender Treatment Provider (SOTP). In the course of her 25-year private practice\, Dr. Brown has specialized in parenting\, sexual offender\, and child sexual abuse evaluations\, as well as treating and evaluating individuals with FASD and comorbid neurodevelopmental disorders. The latter has included FASD evaluations in capital murder cases across the United States. As a clinical assistant professor (courtesy staff) at the University of Washington’s School of Medicine\, Department of Psychiatry and Behavioral Medicine\, Dr. Brown consults and participates in treatment and intervention research at the Alcohol and Drug Abuse Institute. Dr. Brown has published over 40 peer-reviewed articles and book chapters on FASD and presented on the subject at many states\, national\, and international conferences. In 2007\, she and colleagues founded FASDExperts\, a multidisciplinary team of mental health professionals who conducted forensic FASD assessments in capital and other felony contexts. In 2012\, she was invited to contribute to the American Bar Association’s 2012 Resolution on FASD. In 2021\, her book Evaluating Fetal Alcohol Spectrum Disorders in the Forensic Context was published. We’ll explore the signs and symptoms of trauma exposure\, including secondary trauma\, and how these experiences impact the autonomic nervous system. The session also offers practical strategies that emphasize both individual accountability and organizational responsibility in supporting health and well-being. Finally\, we’ll have an honest conversation about recognizing when the demands of this work may be taking too great a toll on your life-and what to do next. \nParticipants: This webinar is open to public defenders\, private attorneys who do indigent criminal defense work\, and staff. \nAbout Presenter Carla Huff\, MEd\, MSW\, LCSW \nCarla began her career in the United States Army and has also worked as a Juvenile Court Counselor\, Special Education Teacher providing support for children and adolescents diagnosed with Severe and Persistent Mental Illness (SPMI). She later transitioned to working at Alliance Health\, a local managed care organization. Here\, she covered multiple counties and led two pilot programs—one providing support to caregivers of children with complex health needs\, the other supporting community inclusion for individuals transitioning out of long-term care\, housing\, and incarceration. \nCarla currently works at Indigent Defense Services\, employed through an NC IOLTA Grant. In this role\, she is responsible for attorney recruitment and providing trauma-informed training to staff and contractors. Carla is a Licensed Clinical Social Worker and has an interest in the impact of trauma\, post-traumatic stress injury in civilians and military personnel\, and social determinants/drivers of health.
